Basic Purpose

To plan, manage and direct the functions of the Predictive and Adaptive analytics branch, which includes engineering, implementation, operation and support of Navy Federal’s Advanced Analytics platforms across data centers and multi-cloud. Provide expert consultative support for advanced algorithms, AI, Machine Learning and NLP efforts across the enterprise. Serve as subject matter expert regarding branch functions, systems, policies and procedures. Support executive management in developing and executing strategic plans. May act VP in the incumbent’s absence.

Responsibilities:

• Manage and direct all aspects of the predictive and adaptive analytics platforms, including development, engineering, operations, and support
• Define overall data information and analytics strategy around platforms and tools across the enterprise
• Oversee delivery of tools and reports that will provide predictive and adaptive information and insights that enable timely and accurate business decisions
• Monitor and mitigate any performance, scalability or sustainability issues with platform or application components
• Drive the adoption of self-service analytics tools and complex/predictive models across the organization
• Partner with business leaders to develop platform strategies, roadmaps and rationalize portfolio
• Manage the enterprise data lake platform from an engineering and support perspective
• Provide engineering support for Azure native predictive and adaptive analytical tools
• Provide data driven insights to support actionable strategic recommendations and prioritization for the  organization
• Serve on governance board that defines the IT mission, oversees operations, determines IT investments, and pricing and product strategies
• Responsible for managing risk and security within the platforms in collaboration with Information Security, Risk and Compliance teams
• Manage and direct operations to ensure targets, service level agreements and corporate objectives are met
• Drive and promote the use of advanced analytics to support business objectives and drive decision making
• Oversee the evaluation of operational efficiency and effectiveness and make recommendations for improvements by researching and analyzing internal and/or external industry trends, markets and other operational benchmarks
• Oversee and synthesize data analytics into actionable insights that improves business performance
• Maintain understanding of business direction, environment and strategies and work closely with stakeholders to ensure analytic output addresses business needs
• Guide and analyze benchmarking, trend analysis and other input to drive continuous improvement, elevate service performance, and maximize operational efficiency
• Identify and resolve operational and performance gaps and obstacles; implement changes and improvements
• Manage partnerships and collaboration with key business partners to identify critical needs, devise solutions, and facilitate the attainment of business objectives
• Work closely with the business on the identification and development of key performance indicators to deliver performance insights
• Anticipate internal and/or external business challenges including regulatory; recommend process, product and service enhancements
• Build and maintain relationships with team members, management, key stakeholders and external contacts (e.g., vendors, etc.)
• Continually monitor the financial services industry technology landscape to track the latest innovations across the industry and communicate relevant information to ISD leadership
• Provide overall leadership to large strategic projects or programs
• Provide forward thinking technical expertise in current and emerging technologies, trends and practices
• Perform supervisory/managerial responsibilities
   o Set direction to ensure goals and objectives align with corporate and division strategy
   o Select management and other key personnel; oversee talent development/succession planning
   o Collaborate with leadership/executive colleagues to develop/execute corporate initiatives and/or department strategy
   o Oversee the preparation and execution of division AFP
   o Manage merit pay in accordance with specified objectives and guidelines
• Perform other duties as assigned

Qualifications and Education Requirements:

• Bachelor’s degree in Information Management, Computer Science, Statistics, or related field, or the equivalent combination of education, training and experience
• Significant experience working in a large-scale IT organization with responsibility for overseeing enterprise advanced analytics and information management platforms, preferably in a large financial services organization or other major B2C corporation
• Advanced knowledge of disruptive technologies (e.g., AI, ML, NLP, IoT, Distributed Ledger, Blockchain, etc.)
• Advanced knowledge of Agile frameworks (e.g., SAFE)
• Advanced knowledge of Systems Development Life Cycle (SDLC)
• Significant experience in working with real-time data streaming tools (e.g., Kafka, Kinesis, Apache Storm, etc.)
• Significant experience in working with data visualization and reporting tools (e.g., Power BI, Tableau, Business Objects, etc.)
• Significant experience in working with Big Data technologies (e.g., Hadoop, Spark, etc.)
• Significant experience in working with query engines (e.g., Presto, BigQuery, etc.) or other open source big data query and ETL engines
• Significant experience with cloud deployment models and containerization techniques
• Significant experience in data management and architecture, performance management, information delivery and predictive/advanced analytics
• Significant experience in data science, machine learning, artificial intelligence, natural language processing and associated technologies both on premise and in the cloud
• Significant experience in the application of modeling and quantification concepts including statistics and probability principles
• Advanced knowledge of project management methodologies such as Agile or other project management practices used in iterative development environments
• Advanced skill in strategy development and decision-making using holistic data integration and objective data analytics
• Significant experience in managing multiple strategic partnerships through continuous collaboration
• Advanced skill to focus on multiple priorities and drive solutions in a fast paced working environment
• Expert research, analytical, planning, and problem solving skills
• Significant experience in analyzing large amounts of customer data to identify key trends and business opportunities
• Significant experience in supervising and leading professional IT employees
• Significant experience in demonstrating thought-leadership, initiative taking, and decision-making
• Advanced skill to effectively communicate technical and non-technical issues and information clearly and concisely to all levels of management and staff
• Advanced skill producing desired results and achieving goals and objectives
• Advanced skill to influence, negotiate and persuade to reach agreeable exchange and positive outcomes
• Expert verbal, interpersonal and written communication skills

Desired Qualifications and Education Requirements:

• Master’s degree in Information Management, Computer Science, Statistics, or related field
• Significant experience in the financial industry and good understanding of operational and regulatory risks and controls
• Advanced knowledge of Navy Federal functions, philosophy, operations and organizational objectives
